The Human Rights and Social Development (HRSD) Division has a vision for just, equitable and resilient Pacific societies. It aims to achieve this by advancing human rights, equality and social inclusion for all Pacific people, grounded in cultural values and principles.
In line with its vision, the work of the Division encompasses the following focal areas:
- Objective 1: Governance for human rights and social development: Strengthen inclusive, transparent and active governance for human rights and social development.
- Objective 2: Gender equality and social inclusion: Mobilise, empower and build conditions for gender equality, equity and social inclusion in society and development.
- Objective 3: Culture: Promote, preserve, and protect positive expressions of culture.
- Objective 4: Enhance knowledge, learning and innovative solutions to accelerate impact on human development priorities.
The role – Social Citizenship Education Coordinator will provide technical advice, assistance and capacity building on human rights and social inclusion education under the HRSD work programme, with a core part of the role being the coordination of the Pacific Partnership to End Violence Women and Girls Project. As the role requires working across the objectives of the HRSD work programme and SPC divisions, the Coordinator will have a matrix reporting relationship with other SPC and HRSD Line Managers in this regard. The role will also manage and develop direct reports.
The key responsibilities of the role include:
Project Management and People Management
- Manages SPC component of the Pacific Partnership EVAWG project, including implementation planning and monitoring, problem solving, managing budget execution, donor contract compliance, and donor narrative and financial reporting as per contract and compliance rules from donor.
- Oversees implementation of the communications and visibility strategy, including the development of communications materials, across the SPC component of the Pacific Partnership EVAWG project.
- Coordinates and communicates across project partners to ensure effective communication and management of any project-related issues that may arise.
- Reviews all materials, information and knowledge products developed under the SPC component of the Pacific Partnership EVAWG project.
- Ensures donor narrative and financial reports are of high quality and completed in a timely manner by effective communication with staff.
- Maintains up-to-date data on HRSD human rights and social development priorities in relation to formal and informal education for project countries and ensures programme link to HRSD overall strategic plan.
- Manage and report on the delivery of projects, programmes and activities conducted under the PCA mainstreaming.
- Collaborate with in-country staff to develop implement, monitor and report against project, programmes and activities work plans and budgets.
- Manage the leave approvals, management plans and performance appraisals of staff as required.
Human rights and GESI capacities and skills development
- Identify needs for development of capacities and skills for PICTs and other external stakeholders.
- Develop and deliver capacity building on People centred development approaches including human rights and GESI through multiple modalities.
- Monitoring and evaluation of capacity building is conducted to meet desired outcomes.
- Continuous review and adaptation of capacity building and skills development materials informed by learning.
Networking and Partnerships
- Support stakeholder engagement, networking and coordination to advance divisional objectives at national, regional and institutional levels.
- Engagement in and support to working groups, task forces and other technical committees.
- Represent SPC at national, regional and international forums as delegated.
Monitoring, Evaluation and Learning
- Contributes to the design and implementation of effective MEL system for the Pacific Partnership EVAWG project, using both qualitative and quantitative indicators.
- With support from the MEL Team Leader, leads a monitoring framework to track the impact and realisation of the project objectives and to document the impacts.
- Ensures project narrative and financial reports are of high quality and completed in a timely manner.
- With support from the MEL Team Leader and MEL staff, collates and documents the learnings from the project and feeds this into SPC’s overall MEL processes.

Key selection criteria
- A Master’s degree or postgraduate qualifications in development, human rights, law, gender, international relations, or other relevant social science degree, or education from a recognised university.
- Diploma or certificate course in project cycle management, or equivalent years of project management experience.
Knowledge and experience
- At least 7 years of progressive project management and development experience, with a background covering work with governments and/or civil society.
- 5 years of experience managing staff including staff appraisal and performance management.
- Proven record of accomplishment in coordination and partnership building with donors, governments, development partners and civil society.
- Demonstrated understanding and knowledge of Pacific cultural values and international human rights principles and standards.
- Pacific experience and an in-depth understanding of the human rights (including violence against women), good governance and development challenges in the region.
- At least 5 years of work experience mainstreaming development themes into formal education curriculum in the Pacific region.
- Working in a multi-disciplinary and cross-cultural team.
- Complex multisector coordination, planning and design skills.
- Critical analysis and innovative thinking skills.
- Presentation, communication, reporting writing and facilitation skills.
- Networking and stakeholder engagement skills.
- Excellent English communication skills (oral and written) with strong writing ability at a project donor reporting level.

Salary, terms and conditions
Contract Duration – 3 years – subject to renewal depending on funding and performance.
Remuneration – The Social Citizenship Education Coordinator is a band 11 position in SPC’s 2023 salary scale, with a starting salary range of 3,091‒3,864 SDR (special drawing rights) per month, which currently converts to approximately FJD 9,118–11,397 (USD 4,142–5,177; EUR 3,923–4,904). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.
Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,350–3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
