Description

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Public Health Division (PHD) supports members in developing healthier Pacific Island communities by providing assistance in public health surveillance, and in the prevention and control of communicable and non-communicable diseases. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goal for all PHD activities is to promote population health and well-being, help communities prevent disease and restore and/or maintain health, and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than providing individual treatment services. PHD is comprised of three programmes: Surveillance, Preparedness and Response (SPR), Non-Communicable Diseases (NCD) Prevention and Control; and Clinical Services (CS).

The role – the Senior Radiographer will be responsible for the delivery, coordination, and quality assurance of radiography and diagnostic imaging services at Princess Margaret Hospital. The role provides clinical leadership, ensures safe and effective use of radiological equipment, supports workforce development, and strengthens compliance with radiation safety, infection prevention and control (IPC), and national clinical standards, aligned with national priorities.

The key responsibilities of the role include the following:

Clinical Services Delivery 

• Provide high‑quality diagnostic imaging services, CT scan including general radiography (X‑ray) and other available modalities (e.g. ultrasound, as trained and authorised).
• Ensure imaging procedures are conducted safely, accurately, and in accordance with clinical protocols and patient needs.
• Develop, update and implement standard operating procedures (SOPs) for imaging services
• Prioritise urgent and emergency imaging requests in collaboration with clinicians.
• Maintain patient dignity, confidentiality, and informed consent at all times.
• Facilitate and provide Clinical Leadership and Supervision
• Provide day‑to‑day supervision and mentoring of radiography staff and trainees.
• Support skills development through on‑the‑job training, coaching, and performance feedback.
• Develop ongoing professional development programs for local staff
• Assist with staff rostering to ensure continuity of imaging services.
• Contribute to orientation of new staff and visiting specialists.

Quality Assurance and Radiation Safety

• Ensure compliance with radiation protection principles (ALARA) and national/international safety standards.
• Implement and monitor quality assurance processes, including image quality checks and repeat‑rate reduction.
• Maintain accurate imaging records, logs, and incident reports.
• Participate in audits, morbidity and mortality reviews, and continuous quality improvement activities.

Equipment and Asset Management

• Oversee day‑to‑day care, basic troubleshooting, and safe operation of radiology equipment.
• Coordinate with biomedical technicians and external service providers for equipment servicing and maintenance.
• Report equipment faults promptly and contribute to asset planning and replacement needs.

Infection Prevention and Control

• Ensure IPC standards are adhered to within the radiology department, including cleaning of equipment and imaging areas.
• Support safe practices when imaging patients with communicable diseases.
• Participate in hospital IPC committees or activities, as required.

Programme Reporting and Administration

• Provide technical advice to the Ministry of Health on diagnostic imaging service improvements.
• Contribute to service planning, workforce development, development of national radiology plans and policies and referral pathways.
• Support alignment with regional and donor‑supported health initiatives, where relevant.
• Provide monthly and a brief end‑of‑assignment report, including:
• Services delivered, key achievements
• Capacity‑building activities undertaken
• Key challenges and risks
• Practical recommendations for follow‑up
• Ensure effective handover to local staff at the end of deployment.
• Perform any other tasks as required by in- country supervisor and SPC.

Key selection criteria

Qualifications

• Bachelor’s Degree in Radiography/Medical Imaging from a recognised institution or equivalent body of knowledge and experience
• Current professional registration (or eligibility) with a recognised radiography authority

Technical expertise

• Minimum 8 years’ post‑qualification clinical experience, including senior or supervisory roles
• Strong experience in resource‑limited, remote, or small‑island settings
• Demonstrated expertise in radiation safety and quality assurance

Language skills

• Good communication skills in English.

Interpersonal skills and cultural awareness

• Understanding of Pacific cultures is an advantage.

Salary, terms and conditions

Contract Duration – This vacant position is budgeted until 30 September 2026.

Remuneration – the Senior Radiographer is a band 10 position in SPC’s 2026 salary scale, with a starting salary range of 3,483–4,281 SDR (special drawing rights) per month, which currently converts to approximately AUD 7,279–8,947. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in Tuvalu.

Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Tuvalu – SPC provides a housing allowance of AUD 1,400– 2,000. Relocation airfares, excess luggage, health and life and disability insurances are available for employees. Employees are entitled to 25 working days of annual leave per annum, and other types of leave, prorated on contract length, and access to SPC’s Provident Fund (contributing 8 % of salary, to which SPC adds a 10% contribution).

Languages – SPC’s working languages are English and French.
