Description 

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Public Health Division (PHD) supports members in developing healthier Pacific Island communities by providing assistance in public health surveillance, and in the prevention and control of communicable and non-communicable diseases. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goals for all PHD activities is to promote population health and well-being, help communities prevent disease and restore and/or maintain health, and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than providing individual treatment services. PHD is comprised of four programmes: Surveillance Preparedness and Response; Non-Communicable Diseases Prevention and Control (NCD); Clinical Services (CSP) and Laboratory Services (LSP). The position is based in Suva, Fiji and located within the Office of the Director of PHD. 

The Laboratory Officer (Quality and Operation Standards) will work as part of the Laboratory Strengthening Team to monitor the quality of health laboratory operation and testing in the Pacific Island Countries and Territories (PICTs). The Officer will support the technical design and implementation of a Laboratory Quality Management System, set up LQMS standard monitoring framework, and work with team members to monitor and improve Quality of laboratory service in the Pacific Island countries. 

The key responsibilities of the role include: 

Establish PICTs Laboratory Quality management standard

  • Collaborate with PICTs laboratories regarding Laboratory Quality Management system status
  • Develop a dashboard of existing PICTs Laboratory Management System and status assessment standards 

Implement and strengthen existing laboratory operation to meet the established standard

  • Provide awareness to PICTs of the Quality Management standards
  • Provide training to countries according to existing Quality Management status 

Assess PICTs Laboratory operation and Quality management

  • Conduct annual or bi-annual audit of laboratory Quality management System
  • Provide a concise audit report inclusive of a list of weak areas that needs improvement 

Work with countries to implement laboratory improvement processes and procedures

  • Facilitate LQMS training or retraining of lab countries laboratory staff whenever there is need
  • Work with countries quality officer to improve laboratory documentation

Key selection criteria 

Qualifications 

  • Master’s in medical laboratory science or;
  • Bachelor of Medical laboratory science with Master’s in management with Laboratory Quality Management System implementation experience 

Knowledge and experience 

  • Minimum 10 years of relevant experience working within various areas of health laboratories in the Pacific Island Countries carrying out laboratory testing
  • At least 5 years’ experience in Laboratory management in a developing country set up
  • At least 3 years of being a laboratory Quality manager
  • At least 1 year of being a laboratory director/manager        

Essential skills 

  • Demonstrated experience in delivering Laboratory Quality Management System trainings
  • Experienced in conducting laboratory quality audit, establishment of reporting system using database, dashboard reporting and/or information management system
  • Successfully developed and implemented an M&E system at a programme level
  • Experience in implementing emergency response programs is a strong asset
  • Knowledge of emerging public health concepts, principles, practices, and their application to health and development in the Pacific region 

Language skills 

  • Excellent English communication skills (oral and written) with a working knowledge of French being an advantage
  • Knowledge of one or more Pacific Island languages 

Interpersonal skills and cultural awareness 

  • Ability to work in a multicultural, inclusive and equitable environment

 

 

Salary, terms and conditions 

Contract Duration – 1st November 2025 – subject to renewal depending on funding and performance

Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.

Remuneration – The Laboratory Officer (Quality and Operation Standards) is a Band 10 position in SPC’s 2022 salary scale, with a starting salary range of 2,512‒3,140 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,410–9,263 (USD 3,592–4,490; EUR 3,014–3,768). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,350–3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
