The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. The Climate Change and Environmental Sustainability Programme (CCES) was established to enable SPC to strengthen and streamline its actions on climate change by bringing together work already undertaken by the organisation under a coherent strategic and technical leadership. In addition, it leads the actions of SPC on climate change and environmental sustainability, works with the Organisation’s regional and international partners and promotes the integration of these issues into all development activities conducted by the Organisation’s divisions.
PROTEGE is an integrated project aimed at reducing the vulnerability of human and natural systems to the impacts of climate change by increasing adaptability and resilience. It also targets activities for the sustainable management, conservation and use of biological diversity and its components as well as water resources. It is financed by the 11th European Development Fund (EDF) for the benefit of the territories of French Polynesia, New Caledonia, Wallis & Futuna and Pitcairn. The language of the project is French.
The role — The Territorial Coordinator coordinates all the activities of the PROTEGE project in French Polynesia:
Institutional anchoring and visibility of the project in French Polynesia :
- Coordinates, supervises and ensures the involvement of all relevant stakeholders, partners and leaders in French Polynesia, in accordance with the requirements of SPC, SPREP, EU and the Territorial Authorising Officer.
- Ensures the proper involvement and information of the Territorial Authorising Officer and French Polynesia officials, in close cooperation with the services concerned, in particular to prepare them for their participation in the project committees (steering committee, coordination committee, etc.).
- Ensures full support of the French Polynesia stakeholders to the project
- Ensures that the project’s activities are fully in line with French Polynesia’s public policies and its priorities by consolidating, supporting and/or contributing to their implementation.
Project development and management in French Polynesia:
- Facilitates and participates, with the project team (project leader and thematic coordinators), the Territorial Authorising Officer and other relevant services, in the preparation of the action plans (annual and multi annual), logical frameworks, monitoring and evaluation tools and any other strategic plan for project implementation in French Polynesia, in line with the objectives of the project
- Supports the thematic coordinators in the identification of activities in French Polynesia, implementing arrangements and partners, within the framework of the objectives and components of the project and in line with SPC procedures
- Ensures the integration of the different components of the project in French Polynesia and reinforces the synergy between the components in order to maximise the impact of the project.
Communication, awareness raising, capitalisation in French Polynesia:
- Monitors French Polynesia institutional context in relation to the project, through a close relationship with the services of the Territorial Authorising Officer.
- Monitors the different projects and programmes developed in French Polynesia in the areas covered by the project to identify opportunities for partnership and synergies with PROTEGE, in particular looking for opportunities for additional financing of activities.
- With the communication officer, contributes to implementation of the communication plan and to the project’s communication activities in French Polynesia, in particular through the media.

Key selection criteria
- Master degree in political science, project management, environment, development policy or equivalent.
Knowledge and experiences
- 10 years of significant experience, including at least 2 years in management of development projects;
- Proven ability to pool the various partners’ efforts sometimes aligned with divergent interests;
- Be able to stimulate and encourage new approaches and develop innovative solutions;
- Good communicator and able to move in a complex political and institutional environment;
- Strategic understanding of sustainable development issues in Oceania and in particular in the territories.
- Conflicts management
- Excellent communication skills in French and English (spoken and written)
Interpersonal skills and cultural sensitivity
- Strong interpersonal skills;
- Good team spirit and ability to build relationships and work effectively in a multicultural environment;
- Sensitivity to cultural diversity and proven knowledge of issues of developing countries;
- Knowledge of Pacific Island States and Territories would be an asset.
Salary, terms and conditions
Required start date – This position is to be filled as soon as possible.
Contract Duration— This position is budgeted for 3 years and is subject to renewal depending on performance and funding
Remuneration— The Territorial Coordinator for French Polynesia is a Band 10 position in SPC’s 2018 salary scale with a starting salary range of 3,488 to 4,257 SDR (Special Drawing Rights) per month, which currently converts to approximately XPF 514,701 et 628,092 XPF (USD 4,814 - 5,874 ; EUR 4,313 – 5,263). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in French Polynesia.
Benefits for international staff employees based in French Polynesia – SPC provides subsidised housing in Papeete. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
Languages – SPC’s working languages are English and French.
