The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Statistics for Development Division (SDD) is based in SPC’s headquarter in Noumea, New Caledonia. The division employs approximately 20 staff all of whom are based in Noumea. SDD’s goal is to strengthen the capacity of Pacific Island and Territories (PICTs) national statistical systems by providing technical support through coordination with technical partners and donors. As part of SDD’s new role and functions, it has adopted a statistics system leadership and coordination role as well as strengthening its work on data analysis and dissemination. This new direction is being implemented as part of the Ten Year Pacific Statistics Strategy (TYPSS) Phase 3 finishing in 2020 and this role is a key position in driving this change.

The role – the Statistics Advisor – Strategic Planning, Monitoring and Analysis is responsible for providing high-level advice and leading SDD’s technical assistance to, and the development of information and knowledge products in support of policy development both within SDD and at national levels. The person will be supporting data & information dissemination by NSOs through their national websites, and supporting the establishment of networks of “Pacific Data Champions” while piloting data uptake activities with three PICTs. The Statistics Advisor will ensure strategic planning, monitoring and analysis in SDD, as well as members and partners participating in the New Zealand-funded “Improving access to Pacific Statistics and Data Project” (Statistics/PDH Project).

  

The key responsibilities of the role include the following:

 

  1. Lead the development of SDD’s statistically-based information and knowledge products in support of policy development at regional and national levels.
  • Innovative and user friendly information, knowledge products, analytical papers, policy briefs and fact sheets are produced in collaboration with other SDD and PDH team members as appropriate, to address emerging and/or topical socio-economic policy issues in the region and requests for assistance from national or regional planners, policy makers and/or NSOs,
  • Technical assistance, training and capacity building in the use of evidence-based policy is provided for NSOs, national planners and policy-makers,
  • SPC divisions are supported to make better use of internal data for project and program design, monitoring and evaluation, through analysis and encouraging cross-divisional links and programmatic approaches in the use of statistics.
  1. Lead in collaboration with SDD management on strategic planning, monitoring and analysis in SDD and the Improving Access to Pacific Statistics and Data Project and in SPC.
  • Strategic planning is undertaken relating to the Statistics/ PDH project in consultation with the Project Steering Committee and key stakeholders to ensure planned activities lead to better development outcomes in line with project Theory of Change.
  1. Support MEL activities across SPC, including through improved MEL system design, and adoption of adaptive management approaches.
  • Effective contributions are made to divisional strategic direction and cross- organisation reflections and learning processes,
  • Lead SDD’s programming efforts across the division and SPC, including cross divisional initiatives where required. Collaborative engagement with MELNET, SPC’s network of monitoring, evaluation and learning advisors.
  1. Contribute to effective SDD team environment and SPC corporate activities.
  • Multi-year work program is developed in collaboration with SDD Director, Manager DADT in line with NSO priorities while providing timely advice to the SDD and supporting resource mobilization initiatives.
  1. Contribute to SDD System Leader function/external stakeholder engagement, partnership and collaboration.
  • Close technical collaboration is maintained with other SPC colleagues and relevant partners on all aspects of the work, and especially in relation to the Statistics/PDH project.

Key selection criteria

 

  1. Qualifications
  • A Master’s Degree (or equivalent) in statistics, economics, or any other field relevant to the requirements of this role.
  1. Technical expertise
  • At least 10 years of professional/technical experience in a relevant field, statistics, data analysis, economics, development studies,
  • Demonstrated ability in statistical analysis and the calculation and interpretation of development indicators, packaging, and dissemination, including the production of policy briefs, knowledge products etc.,
  • Demonstrated knowledge and experience in monitoring, evaluation and learning best practices,
  • Familiarity with the sustainable development goals, Pacific regionalism issues, emerging socio-economic policy issues and the general linkages between statistics and development, including the relevance of poverty, gender, climate change and health and education related statistics/ indicators of development,
  • Proven experience in establishing effective communication strategies with policy-makers and planners to ensure the utilisation of sustainable development and other indicators in support of evidence-based policy development and planning,
  • Innovative presentations and visualisation of data.
  1. Language skills
  • Excellent oral and written communication skills in English.
  1. Interpersonal skills and cultural awareness
  • Excellent interpersonal skills and experience in mentoring and staff development,
  • Cultural sensitivity and awareness, and the ability to effectively work with team members from different cultural backgrounds,
  • Knowledge of Pacific Island countries and territories is an advantage.

 

Salary, terms and conditions

 

Required start date – As soon as possible.

Contract duration – This position is budgeted for three years and is subject to renewal depending on performance and funding.

Remuneration – The Statistics Advisor – Strategic Planning, Monitoring and Analysis is a Band 11 position in SPC’s 2019 salary scale, with a starting salary range of 4,022–4,931 SDR (special drawing rights) per month, which currently converts to approximately XPF 574,566–704,457 (USD 5,711–7,002; EUR 4,815–5,903). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
