The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Land Resources Division (LRD) provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs) on all aspects of agriculture and forestry. This includes plant protection, conservation, plant genetic resources, animal health and production, agroforestry, biosecurity and trade facilitation, and sustainable systems for agriculture, forestry and land management. This work has two objectives: improved food and nutritional security, and resilient communities. The division’s services are provided through seven technical/thematic teams: Animal Health and Production; Plant Health; Biosecurity and Trade Facilitation; Forest and Agriculture Diversification; Crop Production and Extension; Genetic Resources; and Forests and Trees.

The role – the Information, Communications and Knowledge Management Adviser will develop, manage and implement the LRD communications and knowledge management strategies with a view to influencing the development agenda through high-level advocacy, and by promoting media, public outreach and facilitated knowledge services. The Adviser will work closely with the Communications and Public Information Team as well as the Information Services Team to support LRD’s outreach in the Pacific region.

The key responsibilities of the role include:

- Strategy, advocacy and people management development and coordination of LRD’s information, communication and knowledge management strategy in support of LRD’s integrated programming and emergency response initiatives. Supporting LRD through effective advocacy, outreach and new partnerships

- Information management – maintain and implement effective information management systems and approaches for documenting results, and sharing best practices and lessons learned for LRD programmes and strategies to the Pacific region, international partner agencies, and the broader community

- Communication and publications – ensure effective communication and messaging with other SPC divisions, development agencies and non-governmental organisations (NGOs)

- Knowledge management – scope and implement appropriate and effective knowledge capture and sharing activities and tools around core thematic areas

Key selection criteria

Qualifications

  • A Master’s degree in a relevant field such as knowledge management, communications, marketing, organisational learning, ICT or international development

Knowledge and experience

  • At least 10 years of relevant experience at the national or international level in knowledge management, organisational learning, communications or advocacy
  • Experience in delivering knowledge management and organisational learning activities to a wide range of audiences through a variety of user-friendly knowledge tools
  • Demonstrated understanding of knowledge management principles, including the development of strategic planning or annual planning documents in the media, advocacy, and communications areas
  • Leadership experience in a regional coordination role, including the ability to work and manage teams remotely
  • Knowledge and experience with sustainable development issues and approaches at the national, regional or international level
  • Demonstrated experience in establishing effective regional media network partnerships for public messaging
  • Awareness of agricultural and forestry developments in the Pacific is desirable
  • Previous experience in print, video, television or radio production

Essential skills

  • Demonstrated analytical skills and the ability to master, compile, summarise and communicate new material quickly with a meticulous attention to detail
  • Excellent writing skills for developing newsletter articles, compelling stories and promotional material, including mission reports, situational briefings, and related material
  • Flexible approach and demonstrated ability to meet deadlines
  • Effective advocacy, networking, collaboration and negotiation skills
  • Experience in website design and other virtual media
  • Project implementation and monitoring skills
  • Excellent PC-based computer skills, including high proficiency in Microsoft Office; ability to use web-based management systems; and experience in audio-visual production

  • Excellent English communication skills (oral and written) with a working knowledge of French being an advantage

Salary, terms and conditions

Contract Duration – Three years

Remuneration – The Information, Communications and Knowledge Management Adviser is a Band 11 position in SPC’s 2018 salary scale, with a starting salary range of 2,942‒3,677 SDR (special drawing rights) per month, which currently converts to approximately FJD 8,414–10,517 (USD 4,060–5,075; EUR 3,638–4,547). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,170–2,625 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
