The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Public Health Division (PHD) supports members in developing healthier Pacific Island communities by providing assistance in public health surveillance, and in the prevention and control of communicable and non-communicable diseases. The primary focus of the division is to provide scientific and technical assistance and to support the implementation of plans and programmes in member countries and territories. The primary goals for all PHD activities is to promote population health and well-being, help communities prevent disease and restore and/or maintain health, and reduce inequalities in health. PHD is primarily concerned with improving and protecting public (population) health, rather than providing individual treatment services. PHD is comprised of three programmes: Surveillance Preparedness and Response; Non-Communicable Diseases (NCD) Prevention and Control; and Clinical Services. This position is located within the NCD Prevention and Control Programme.

The role – Finance and Policy Officer will be responsible for project management of comprehensive multi-year and multi-country regional public health programmes and the development of administrative databases, primarily for financial monitoring and reporting of programmes and budgetary control functions of the division.

The key responsibilities of the role include:

  • Project management – coordinate divisional implementation of multi-year and multi-country public health programmes including overseeing the financial management of donor-funded projects in accordance with donor requirements, and the development of financial and administrative systems. Provide centralised coordinated support to programme staff to ensure efficient delivery of technical assistance programmes and training to SPC’s member country and territory stakeholders to ensure planning and delivery of programme and project activities are in harmony with the financial requirements laid down in donor agreements and in accordance with SPC procedures.
  • Financial monitoring and reporting – provide high quality financial advice to the Director to facilitate decision-making and planning, including the preparation of annual programme budgets. Manage programme accounting, audit, budgetary controls, procurement, financial monitoring, and disbursement of funds and contracting. Prepare regular financial reports in accordance with complex and diverse requirements of different donors such as the European Union (EU), Agence Française de Développement (AFD), Australian Government Department of Foreign Affairs and Trade (DFAT) and New Zealand Ministry of Foreign Affairs and Trade (MFAT), including training colleagues and partners in financial monitoring and reporting according to donor requirements.
  • Divisional administration – provide efficient and effective coordination of administrative support to the Director to support divisional operations. Manage routine communications with key financial and technical partners. Draft memorandums of understanding with development partners and stakeholders. Prepare tenders and consultancy contracts. Assist the Director in the provision of secretariat services for regional public health meetings.

Key selection criteria


  • A degree in a relevant field such as accounting, finance, business administration or management

Knowledge and experience

  • At least 10 years of experience in a development organisation
  • Significant experience and competence in budgeting, project accounting and financial reporting procedures for large aid-funded projects
  • Experience in financial management of an European Union-funded project
  • Demonstrated experience and competence in project management, with particular reference to keeping track of multiple, complex and parallel technical assistance activities in developing countries
  • Previous experience in providing efficient executive administrative support        

Essential skills

  • Experience with financial management information systems and project management systems
  • Ability to work under pressure and to tight deadlines
  • Advanced computer skills in Microsoft software applications

Language skills

  • Excellent English communication skills (oral and written) with a working knowledge of French being an advantage

Interpersonal skills and cultural awareness

  • Ability to work in a multicultural, inclusive and equitable environment

Salary, terms and conditions

Contract Duration – Three years (subject to available funding)

Remuneration – The Finance and Policy Officer is a Band 10 position in SPC’s 2019 salary scale, with a starting salary range of 2,451‒3,063 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,229–9,037 (USD 3,480–4,350; EUR 2,934–3,667). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji – SPC provides a housing allowance of FJD 1,230–2,750 per month. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance and education allowances are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and 30 days of sick leave per annum, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
