Job description


The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Climate Change and Environmental Sustainability Programme (CCES) was established to enable SPC to strengthen and streamline its actions on climate change by bringing together work already undertaken by the organisation under a coherent strategic and technical leadership. In addition, it leads the actions of SPC on climate change and environmental sustainability, works with the Organisation’s regional and international partners and promotes the integration of these issues into all development activities conducted by the Organisation’s divisions.

PROTEGE is an integrated project aimed at reducing the vulnerability of human and natural systems to the impacts of climate change by increasing adaptability and resilience. It also targets activities for the sustainable management, conservation and use of biological diversity and its components as well as water resources. It is financed by the 11th European Development Fund (EDF) for the benefit of the territories of French Polynesia, New Caledonia, Wallis & Futuna and Pitcairn. The language of the project is French.

The role – The Water Coordinator coordinates all the activities of the PROTEGE project implemented for the Key Result Area 3 “Promotion of public water policies for resilience and sustainable management” (KRA3)


Project development and management, in collaboration with the rest of the project team and KRA3 territorial lead agencies:

  • In conjunction with and with the support of KRA3 territorial lead agencies, territorial coordinators and SPC's Geosciences, Maritime and Energy division (GEM), conduct an inventory, identify actors, develop action plans (annual and multi annual), draft logical framework, and develop the project monitoring and evaluation process and any other strategic plan related to the implementation of KRA3 and in accordance with the project objectives
  • Supports the administrative and financial monitoring of the implementation of the plans, activities and budgets of the project operators and partners in accordance with the requirements of SPC and the donor
  • Identify the relevant partners, propose the appropriate contractual modalities and monitor their implementation in coordination with the different divisions of SPC, KRA3 territorial lead agencies and territorial coordinators
  • Coordinate, supervise and ensure the involvement of all actors, operators, partners and KRA3 territorial lead agencies, in accordance with the requirements of SPC and the donor


Strategic cross-cutting expertise and coordination of regional cooperation between territories and in the region

  • Coordinate and provide strategic expertise on the 5 axes of KRA3:
  • Improving knowledge and skills for water management by strengthening regional cooperation and laying the groundwork for a water observatory for each OCT and inter-OCTs
  • Management, preservation and restoration of drinking water supply resources
  • Strengthening resilience regarding health risks, flooding and drought
  • Ensures the smooth regional integration of the territorial activities, working closely with the 3 territorial technical coordinators recruited lead agencies in New Caledonia, French Polynesia and Wallis-&-Futuna
  • Organize, in collaboration with KRA3 territorial lead agencies and territorial coordinators, all regional activities of the project and facilitates relations with other projects and networks in the region
  • promote and organize cooperation, information dissemination and comparative analysis among the 4 OCTs for all activities carried out under KRA3
  • Encourage and strengthen synergy with the other expected outcomes of the project (agriculture, invasive species, fisheries and aquaculture)


Communication and awareness raising on project activities, capitalization in the 4 OCTs:

  • Ensure bibliographic monitoring and monitoring of regional and international news on water management issues in the 4 OCTs and the Pacific
  • In liaison with the communication officer and in coordination with the territorial coordinators, and within the framework of the communication plan, contribute to the communication activities of the project by enhancing the results of KRA3
  • Participate in the development of communication articles and products
  • Contribute, at the instigation of the territorial coordinator, to the drafting of information notes and, as appropriate, participate in meetings with elected representatives and territorial partners.

Key selection criteria


  1. Qualifications
  • Post graduate degree in the field of water, environmental management, natural environment, water science and technology or equivalent
  1. Knowledge and experiences
  • 10 years of significant experience in the field, including at least 2 years in managing development projects
  • Experience in managing international or regional multi stakeholders projects (e.g. development, management and financial monitoring)
  • Experience in management and operation of stakeholders networks and stakeholders involvement
  • Experience in the design, and management of technical support program focused on water and watershed management, and ecosystem resilience.
  • Knowledge of the context, issues, actors and public policies of water in the 4 Pacific OCTs

  • Excellent communication skills in French and English (spoken and written)
  1. Interpersonal skills and cultural sensitivity
  • Strong interpersonal skills
  • Good team spirit and ability to build relationships and work effectively in a multicultural environment
  • Sensitivity to cultural diversity and proven knowledge of issues of developing countries
  • Knowledge of Pacific Island States and Territories would be an asset


Salary, terms and conditions


Required start date – This position is to be filled as soon as possible.

Contract Duration— This position is budgeted for 3 years and is subject to renewal depending on performance and funding


Remuneration— The Territorial Coordinator for New Caledonia is a Band 10 position in SPC’s 2018 salary scale with a starting salary range of 3,415 to 4,172 SDR (Special Drawing Rights) per month, which currently converts to approximately XPF 503 864 - 615 627 (USD 4 712 - 5 757 ; EUR 4 222 - 5 159). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).


Languages – SPC’s working languages are English and French.
